In this role, he is the program’s principal executive and is responsible for the administration and management of both the high school and collegiate divisions within New Jersey. A 20-plus year participant in New Jersey DECA, Dr. Victor has been a local and state officer on the high school and collegiate levels, as well as a judge, volunteer, Alumni Division President and conference coordinator across his tenure with the organization. He also now currently serves as Chair of DECA, Inc.’s North Atlantic Region Council and of the DECA, Inc. Governance Committee, and is past chair of the DECA Inc. Strategic Planning Committee. Prior to joining DECA, Dr. Victor spent his career in the hospitality, real estate, and retail industries, holding positions such as Hotel & Conference Center General Manager, Senior Corporate Manager, Coaching Manager and District Director for companies such as Regus, Wyndham, Sheraton and Holiday Inn. He received his Doctorate in Management from the University of Maryland, where his dissertation was focused on Strategic Talent Management of Student Organization Advisors. In addition, he holds a master’s degree from Fairleigh Dickinson University, a bachelor’s degree and an associate’s degree from Johnson and Wales University. Dr. Victor also holds the Certified Association Executive designation from the American Society of Association Executives, Certified Meetings Professional from the Events Industry Council, as well as the Certified Hotel Administrator, Certified Hospitality Educator, Certified Hospitality Supervisor designations from the American Hotel and Lodging Educational Institute, is certified as a New Jersey School Business Administrator, and is a DECA Certified Trainer. Prior to joining NJ DECA, Ms. Smith spent 33 years in the classroom as a DECA Advisor at Sparta High School and other high schools and technical schools throughout the state. She holds a master’s degree in Counseling and Organizational Development and a bachelor’s degree in Marketing and Business Education, both from Montclair State University.
